Prepared for the Plumas Local Agency Formation Commission (LAFCO) by Policy Consulting Association, LLC on August 12, 2024, this report is a Municipal Services Review (MSR) covering the Crescent Mills Fire Protection District (CMFPD) and Indian Valley Community Services District (IVCSD). An MSR is a state required comprehensive study of services within a designated geographic area. This MSR focuses on two special districts in Plumas County that provide structural fire, emergency medical, and emergency rescue services.

Plumas LAFCO is required to prepare this MSR by the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Government Code §56000, et seq.), which took effect on January 1, 2001. The MSR examines services provided by the Crescent Mills Fire Protection District (CMFPD) and Indian Valley Community Services District (IVCSD), whose boundaries and governance are subject to LAFCO.
